Lower House deliberating budget bill as fiscal year deadline looms NHK

Japanese lawmakers are deliberating the budget bill for the next fiscal year at a Lower House Budget Committee meeting. It's unclear if the ruling and opposition camps will reach a consensus on a vote.

The ruling parties want the chamber to pass the bill on Saturday to ensure its enactment before the end of the current fiscal year on March 31.

Japan's Constitution stipulates that a budget is automatically enacted 30 days after its draft passes the Lower House, whether or not the upper chamber votes on it.

Opposition parties have yet to fully agree on the budget plan and are demanding further deliberations. On Friday, they rejected the main ruling Liberal Democratic Party's move to force a vote.

The largest opposition Constitutional Democratic Party filed a motion to dismiss the Budget Committee chair, Onodera Itsunori. The party also submitted a no-confidence motion against Finance Minister Suzuki Shunichi.

Both motions were voted down by the ruling parties and others at the Lower House plenary session later in the day. The lawmakers continued deliberations until about 11:30 p.m.

Prime Minister Kishida Fumio is present as the budget committee continues deliberations on Saturday.

The ruling camp notes the budget includes funding to protect the lives of survivors of the Noto Peninsula earthquake, and insists it should be enacted without delay.

LDP General Council Chairperson Moriyama Hiroshi said the ruling parties are responsible for seeing that the budget is enacted by the end of the current fiscal year.

President Izumi Kenta of the Constitutional Democratic Party said his party will do all it can at the budget committee meeting to benefit the public. He said his party remains opposed to the bill because of its problematic content.

Opposition parties are expected to decide on whether to take part in the vote depending on how the deliberations unfold.
