Kamikawa made the comment on Friday after the fatal stabbing of a 10-year-old boy who was walking to his Japanese school in Shenzhen in southern China.
The minister said the government will conduct intensive safety reviews on methods of commuting to Japanese schools in China, and implement the necessary measures.
She said safety concerns are mounting among parents and students, and the Japanese government will provide support for mental care.
