The foreign ministers of European Union member countries are meeting to exchange views on the impact of the weekend uprising by the Russian private military firm Wagner Group.
The meeting is being held in Luxembourg on Monday to discuss Russia's invasion of Ukraine.
Before the meeting, EU foreign policy chief Josep Borrell said events over the weekend show the war is causing cracks in Russia's power and affecting its political system. He stressed that support for Ukraine should continue.
Borrell also said it is not good to see a nuclear power like Russia enter a phase of political instability, adding this has to be taken into account.
German Foreign Minister Annalena Baerbock said it is clear there is a power struggle in Russia and that the EU will not be involved. She said Russian President Vladimir Putin is destroying his country by invading Ukraine.
During the meeting, the ministers are expected to discuss boosting military aid to Ukraine.
