Ukrainian President Volodymyr Zelenskyy has called on delegates to an international conference to continue providing support, as nearly two years have passed since the start of Russia's invasion of his country.
Leaders of more than 40 countries and more than 100 ministers are attending the Munich Security Conference in Germany.
Zelenskyy delivered a speech on the second day of the Munich conference on Saturday. He said that keeping Ukraine's artillery and long-range capabilities in deficit allows Russian President Vladimir Putin to adapt to the current intensity of the war.
Zelenskyy said, "This is Russia's war against any rules at all." He added, "Please do not ask Ukraine when the war will end. Ask yourself, why is Putin still able to continue it?"
Prior to Zelenskyy's speech, German Chancellor Olaf Scholz delivered an address. He said Russia's threat is real, and that Europeans must exercise much more care for their own security.
A senior US Defense Department official said Ukrainian forces are running short of key ammunition on frontlines other than in the eastern city of Avdiivka, from which they were forced to withdraw.
The US has been the largest provider of military aid for Ukraine. But due to opposition from Republican lawmakers, it is uncertain whether it will offer additional assistance.
At the Munich conference on Saturday, Chinese Foreign Minister Wang Yi is also scheduled to speak. Participants including US Secretary of State Antony Blinken and German Foreign Minister Annalena Baerbock are expected to exchange opinions on security issues.
