An executive order signed by US President Donald Trump on Thursday implementing the Japan-US trade agreement requires a variety of new import obligations for Japan, while lowering tariffs on its automobile exports to the US. The order says Japan will provide American producers of various goods, including those from the manufacturing, agriculture and energy businesses, "with breakthrough openings in market access across key sectors." In agriculture, it says the Japanese government is working toward an implementation of a 75 percent increase of US rice imports within what is called the "Minimum Access" rice scheme. Under this framework, Japan is committed to import about 770,000 tons of rice annually tariff-free. It also requires Japan to purchase US agricultural goods, including corn and soybeans, as well as other US products, in amounts totaling 8 billion dollars per year. The order also says Japan "is working to accept the sale in Japan" of US-manufactured and US-safety-certified passenger vehicles without additional testing. It says, "Critically, unlike any other agreement in American history," the Japanese government has agreed to invest 550 billion dollars in the US. It says these investments will generate hundreds of thousands of US jobs, and that the investments will be selected by the US government.
