Ukraine is continuing efforts to restore electricity and water supplies as Russian missiles have damaged power stations, causing blackouts in extensive areas. Russian forces carried out missile attacks in the capital Kyiv as well as eastern and southern parts of Ukraine on Friday. The Ukrainian side said an apartment building was destroyed in the eastern region of Dnipropetrovsk, killing four people, including a baby, and injuring 13. Ukrainian President Volodymyr Zelenskyy said in a video address released on Saturday that electricity had been restored to about 6 million people during the day. But he added that repair work is continuing as problems with supplies of heat and water still exist. Britain's defense ministry says in its intelligence update published on Sunday that Russia's defense ministry announced the establishment of two "creative" brigades tasked with raising the morale of troops. It says they include opera singers, actors and circus performers. The report says, "Fragile morale almost certainly continues to be a significant vulnerability across much of the Russian force." It analyzes that Russian soldiers' concerns primarily focus on very high casualty rates, poor leadership, lack of equipment and ammunition, and lack of clarity about the war's objectives. It says the creative brigades' efforts are unlikely to substantively alleviate these concerns. Russian President Vladimir Putin visited the headquarters of what he calls the "special military operation in Ukraine" on Friday. He spoke with defense minister Sergei Shoigu and other military commanders. The Institute for the Study of War, a US think tank, cited the visit in its report and said the Kremlin is likely attempting to depict Putin as a competent wartime leader. The report also notes that the Kremlin publicized Putin's meeting with military commanders in an apparent attempt to shield them from further criticism from the pro-war community. The report says this effort is unsustainable and will likely continue to generate conflict between Russia's defense ministry and the ultra-nationalist pro-war community.
