US broadcaster NBC News says the administration of President Donald Trump is working on a plan to "permanently relocate up to 1 million Palestinians from the Gaza Strip to Libya."
NBC also says, "The plan is under serious enough consideration that the administration has discussed it with Libya's leadership."
Libya has been in turmoil and divided into east and west after the collapse of the decades-long dictatorship of Muammar al-Qadhafi in 2011.
NBC News says that in exchange for the resettling of Palestinians, the Trump administration would potentially release to Libya billions of dollars of funds that the US froze.
No final agreement has reportedly been reached.
NBC says such an effort to resettle up to 1 million people would likely "face significant obstacles" as it is expected to be extremely expensive.
It also questions how many Palestinians in Gaza would voluntarily live in Libya.
