Negotiators from Israel and Hamas have resumed ceasefire talks in Qatar. However, Israeli troops announced Tuesday that they have attacked civilian infrastructure in Gaza, which they say is being used by Hamas. They said they killed over 50 &quot;terrorists.&quot;
                
The forces claimed that during their operations at Al-Shifa hospital, they were able to avoid harming civilians and medical staff.
                
Doctors there, however, said they are trying to treat injured patients during the attacks and that this is draining them both &quot;mentally and physically.&quot; They added that they and the patients are only able to eat one meal a day, and many are suffering from malnutrition.
                
United Nations officials are calling on leaders with &quot;influence&quot; to insist that Israel allow the distribution of aid.
                
The UN High Commissioner for Human Rights, Volker Turk, said Israel&#039;s continued restrictions on the entry of aid into Gaza, together with the way it continues to conduct hostilities, may &quot;amount to the use of starvation as a method of war, which is a war crime.&quot;
                
Israeli Prime Minister Benjamin Netanyahu claims his side has tried to allow the delivery of aid &quot;since the beginning of the war.&quot; However, he insists he is determined to complete the elimination of Hamas battalions in Rafah and that &quot;there is no way to do it other than a ground invasion.&quot;
                
US Secretary of State Antony Blinken said Israel must make it a &quot;priority&quot; to protect civilians. He will be in the Middle East from Wednesday to push for a ceasefire and for aid delivery to Gaza. He said &quot;100 percent&quot; of the people there face acute food insecurity.
