Japan is considering the use of private sector funds to support its Official Development Assistance program, amid a severe fiscal situation that&#039;s straining its budget.
                
The Foreign Ministry held the first meeting of an expert panel on Friday.
                
Foreign Minister Kamikawa Yoko stressed the importance of mobilizing private sector funds in collaboration with various stakeholders. She expressed hope the panel will discuss new ways to implement Japan&#039;s ODA, without being bound by precedents.
                
The experts confirmed they will discuss ways to reduce risks companies can face when they invest in developing countries. They will also discuss ODA funded by private sector donations.
                
Japan&#039;s ODA budget for this fiscal year is about 570 billion yen, or about 3.8 billion dollars, about half the peak amount in 1997. Demand for ODA funds is increasing due to a range of global challenges, such as Russia&#039;s invasion of Ukraine and climate change.
                
The expert panel aims to compile its recommendations for the use of private sector funds by the summer.
