US President Joe Biden has again asked Israeli Prime Minister Benjamin Netanyahu not to go ahead with a military operation in Rafah without a plan to protect civilians. The two spoke by phone on Thursday, as Israel looks poised to launch a ground offensive in the southernmost district of Gaza. More than 1.4 million people are taking shelter there. The months-long fighting in Gaza has forced many Palestinians to flee from other parts of the enclave. The White House says Biden reiterated his view that a military operation "should not proceed without a credible and executable plan for ensuring the safety of and support for the civilians in Rafah." Biden had conveyed a similar view to Netanyahu during a phone call on Sunday. The White House says Biden and Netanyahu also discussed ongoing negotiations to secure the release of hostages held by Hamas and the urgent need to deliver humanitarian assistance to Palestinian civilians.
