Hong Kong media say Chinese government documents leaked online estimate that 248 million people, or about 20 percent of the country's population, had been infected between December 1 and 20. The data that the Chinese CDC said it would stop publishing was released by another official body on the same day. This may indicate confusion within the Chinese government over its COVID measures.
