Japan's government has provided a water level observation buoy to Taiwan. The device will be used at a barrier lake that overflowed last month in a typhoon, causing deadly floods.
The disaster occurred in Hualien County, eastern Taiwan. Nineteen people died. Five others are still missing.

Officials from the two sides took part in a handover ceremony on Friday in Taipei.
Katayama Kazuyuki, chief representative of the Japan-Taiwan Exchange Association's Taipei office, said he hopes the device enhances measures against landslides.
Su Jia-Chyuan, chairperson of the Taiwan-Japan Relations Association, thanked Japan for helping at such a difficult time. Su also said that he hopes for further cooperation in the field of disaster prevention.
