Koike met with the UN chief at the world body's headquarters in New York on Thursday.
The governor told reporters after the talks that she offered Guterres Tokyo's support for diverse UN activities.
Koike said she stressed that Tokyo had advantages including safety and the weak yen. She said she did not make specific proposals about inviting UN agencies.
