The French Pacific territory of New Caledonia is overrun with riots and chaos. Authorities are struggling to regain control. They've dispatched an additional 500 police officers, soon after declaring a state of emergency. The reinforcements will join 1,800 personnel already there. Officials want to secure the island nation's port and airports. The unrest stems from a proposal in France to amend New Caledonia's voting rules. Pro-independence islanders oppose the change. The emergency measures imposed on Wednesday will be in place for at least 12 days. Authorities have greater powers to ban public gatherings and people's movements. Four people have died in the unrest since Monday. They include three young indigenous Kanaks and a police officer. Authorities have arrested more than two-hundred rioters.
