Russian court fines Japan Center in Sakhalin NHK

A Russian court has ordered the Japan Center in the Far East region of Sakhalin to pay a fine for conducting unauthorized educational activities. Worsening bilateral relations are believed to be a factor behind the ruling.

Russia's Internal Affairs Ministry said on Friday that an inspection of the Japan Center last September showed that it provided Japanese language education without an appropriate license.

The ministry said that based on the finding, a local magistrate's court ordered the center's director to pay a fine of 30,000 rubles, or about 306 dollars.

The Japanese government opened the centers in Moscow and five other locations in Russia from 1994.

The facilities have provided Japanese language courses as part their official duties, based on memoranda signed between the two governments.

However, Russia announced earlier this month that it will terminate the application of the memoranda. It cited Japanese sanctions imposed on Russia following its invasion of Ukraine.

The Japanese Consulate General in Sakhalin told NHK that the Japan Center has not yet received the ruling in writing. It said it will consider a response after reading the court's decision.
