A spokesperson for Ukraine's southern region of Kherson says Russia is obstructing relief efforts in areas flooded after the collapse of a dam.

Oleksandr Tolokonnikov spoke online with NHK on Friday.

The Kakhovka hydroelectric power-generating dam in Kherson collapsed on Tuesday, and massive amounts of water were released.

Tolokonnikov said water levels are coming down in inundated areas, but that at least 2,300 people in the northwestern side of the Dnipro River were forced to evacuate.

He said about 70 percent of the flooded areas are on the southeastern side of the river controlled by Russia, and about 10,000 residents there are in need of rescue and support.

Tolokonnikov said that over the past three days, Russia has hindered the evacuation of residents and volunteer relief efforts, and even drinking water cannot be delivered.

He said landmines that Russian forces planted are believed to have drifted to the urban area, and the flooding will likely have a lasting adverse effect on agriculture.

Tolokonnikov noted that water levels in the upstream areas have also come down, reducing groundwater and causing many fish to die.

He said the regional government plans to use construction machinery provided by Japan for reconstruction efforts, and added that more will be needed in the future.

Tolokonnikov expressed hope for more technological assistance from Japan.
