The Russian lower house of parliament, or Duma, has voted to scrap the country's ratification of the Comprehensive Nuclear-Test-Ban Treaty, or CTBT. The treaty bans all nuclear explosions, whether for military or peaceful purposes. On Wednesday, the Duma voted unanimously to rescind the ratification. The upper chamber is expected to make the decision as early as October 25th, which will chart the course for Russia to withdraw from the pact it ratified back in 2000. Russian President Vladimir Putin on October 5 suggested the possibility of Russia revoking its ratification of the CTBT. The Putin Administration has been repeatedly threatening its military's possible use of nuclear arms in the war against Ukraine. Analysts see Russia is trying to step up its countermoves against the United States, which is supporting Ukraine, by hinting at possible resumption of nuclear weapon testing.
