The death toll from a Russian missile attack on an apartment building in the eastern Ukrainian city of Dnipro on Saturday has risen to 40, including three children.
Ukrainian authorities on Monday said 75 others were injured after the 9-story building was hit by what was believed to be a Russian anti-ship missile. More than 30 people were still unaccounted for.
Kremlin spokesperson Dmitry Peskov said the Russian military only targets military installations, not residential buildings or social infrastructure. He suggested that the building was struck as a result of Ukrainian air defense actions.
Also on Monday, Russia's President Vladimir Putin talked to his Turkish counterpart Recep Tayyip Erdogan over the phone.
The Turkish presidential office said Erdogan expressed his readiness to mediate peace talks between Russia and Ukraine.
Putin, meanwhile, emphasized "the Kiev regime's destructive policy of continuing to intensify the hostilities with the support of its Western sponsors" during the phone call, according to Russia's presidential office.
Putin added that "Kiev's hypocritical policy is illustrated by its refusal to accept a proposal on a ceasefire during the Orthodox Christmas."
