Japan's transport ministry has established an air traffic controller post at Tokyo's Haneda Airport for constantly monitoring a screen that shows airplanes' locations. The move follows a collision on Tuesday between a Japan Airline's passenger plane and a coast guard aircraft. Five coast guard members died, and one was seriously injured. All on board the JAL plane escaped, and 15 passengers received medical treatment. The coast guard plane is believed to have mistakenly entered the runway where the collision took place. Traffic controllers have said they were unaware at the time. Starting Saturday, a screen that shows planes' locations will be monitored round the clock. When a plane enters a runway where another is landing, the runway turns yellow and the two planes turn red. The system is believed to have worked properly at the time of the collision, but was only used as a supplementary measure. The ministry says the new post will not require an increase in the number of personnel.
