A senior official of the UN refugee agency says the global refugee problem needs to be tackled by society as a whole and called on Japan to accept more refugees. Deputy High Commissioner for Refugees Kelly Clements spoke to NHK in Tokyo on Wednesday. UN data shows 100 million people, or over one percent of the global population, were forced to leave their homes in 2022 due to conflict, disasters and other factors. The figure is feared to increase further amid Russia's invasion of Ukraine and the tense situation in Sudan. Clements expressed a strong sense of crisis over the situation, saying, "We're not going to see sustainable development for all if we have excluded one percent of the population." She added, "We'd like to see fewer people that have to move. But if they do need to, we need to be able to find a way to include them in society." She stressed the need to take what she called "the whole of society approach," in which not only a government or organizations such as the Office of the UN High Commissioner for Refugees, but also the private sector, work together to resolve the issue. Japan chaired the latest Group of Seven summit and will co-chair a global refugee forum toward the end of this year. Clements expressed her expectation that Japan will play a leadership role, coordinate with countries that have accepted many refugees and provide proactive support in education for refugees and other areas. She expressed appreciation for Japan accepting refugees from Ukraine. She said the UNHCR would encourage Japan to welcome more people fleeing war and persecution.
