The two leaders are expected to discuss defense cooperation and to further strengthen US-Indian ties, apparently with China's growing activities in mind.
Modi arrived in Washington on Wednesday after visiting New York.
Modi's state visit to the US is the first by an Indian prime minister in 14 years. He is the third state guest to be invited by Biden after visits by the French and South Korean presidents.
Senior officials of the Biden administration say the two leaders are expected to reach an agreement to allow the joint production of US-developed engines for fighter jets in India. They are also likely to agree that India will buy US-made armed drones. Russia has long been India's main supplier of weapons.
The two leaders are expected to agree on investment in India by US semiconductor makers, and to deepen their strategic partnership in the areas of space and clean energy.
