Chinese media say China has revised its counterespionage legislation to expand the scope of activities that amount to spying. The Standing Committee of the National People's Congress reportedly approved the draft revision on Wednesday. It will take effect on July 1. The definition of spying activities has been expanded to include theft of documents, data, reference materials and items that are related to national security and interests. Cyberattacks against national institutions and key information infrastructure have also been added to espionage, apparently to enable authorities to boost cybersecurity. The international community has warned that China's counterespionage legislation could be implemented arbitrarily, because its definition as to what amounts to spying activity is vague. At least 17 Japanese nationals have been detained by Chinese authorities for alleged spying since the legislation went into effect in 2014.
