The Japan Meteorological Agency has issued a heavy rain emergency warning for the town of Hachijo in the Izu Islands. The agency had already issued emergency warnings for violent winds and high waves for parts of the Tokyo-administered Pacific islands as very strong Typhoon Halong approaches the chain. The Meteorological Agency issued the warnings for Hachijo Town and the villages of Aogashima, Toshima, Niijima, Kouzushima, Miyake and Mikurajima. Officials are urging utmost caution, saying that violent winds and high waves could trigger a large-scale disaster that occurs only once every few decades. The agency noted the formation of bands of heavy rain clouds. The agency says that as of 4 a.m. Thursday, the typhoon was located over waters near Aogashima, moving northeast at a speed of 25 kilometers per hour. It had a central atmospheric pressure of 940 hectopascals and was packing winds of up to 180 kilometers per hour near its center. Peak gusts were estimated at 252 kilometers per hour and winds of 90 kilometers per hour or faster were blowing within a radius of 130 kilometers of the storm's center. The typhoon is forecast to continue moving eastward. It is expected to remain very strong. Extremely strong winds are expected on the Izu Islands until around noon. Winds are expected to be fierce on Thursday off the coast of the Kanto region, with a maximum speed of 90 kilometers per hour and a maximum instantaneous speed of 126 kilometers per hour. Officials have issued gale warnings for the southern part of Chiba Prefecture. Officials are forecasting heavy rain for the Izu Islands on Thursday. Bands of rain clouds could form through noon, rapidly increasing the risk of a disaster. The islands are expected to receive up to 250 millimeters of rain in the 24 hours through Thursday, and that amount may increase if rain cloud bands form.
