Japan govt. mulls issuing certificate for health insurance NHK

The Japanese government is considering issuing a certificate to people who do not possess "My Number" ID cards to enable them to receive treatment covered by health insurance.

The government plans to abolish the current health insurance card in autumn next year by integrating it with the My Number card. The government is trying to identify potential problems with the plan and exploring solutions.

Officials are considering providing a certificate to those who have lost their My Number cards or have not yet applied for them.

They say the certificate would contain the same information that the health insurance card has.

At the same time, the officials are looking at a possible extension of the validity of health insurance cards for a certain period of time.

They also plan to allow people to apply for My Number cards for their babies when they submit the babies' birth registrations so that the cards can be issued shortly after birth.

The government intends to issue My Number cards without a photo for infants under one-year old. The officials say such cards would be valid until children's fifth birthdays.

The government will submit a bill to implement these measures to the Diet during the current session.
