Ukrainian President Volodymyr Zelenskyy says Russia's attacks have damaged about half of Ukraine's energy infrastructure, including electricity and gas facilities.
With winter approaching, Zelenskyy said in Saturday's video message that the government is working across the country to quickly restore utilities and to stabilize the situation. He called on people to unite against Russia.
Electricity and water infrastructure were also destroyed in the southern city of Kherson, which Ukraine won back.
People received drinking water, food and clothes in the city center from supplies that were delivered on Friday.
While admitting that supply of electricity is tight, Ukraine's energy ministry said on Saturday that it is under control, and called on each household to cut its consumption by at least 25 percent.
