A Japanese advisory panel of experts has approved the government's plan to declare a quasi-state of emergency for 13 additional prefectures, including Tokyo, over a surge in coronavirus infections. The declaration will be in place from Friday through February 13. Minister in charge of Coronavirus Measures Yamagiwa Daishiro told the panel, which met on Wednesday morning, that the prefectures had asked the government to declare the measure. Governors are given power to beef up anti-infection measures under the declaration. The 13 prefectures are: Tokyo, Saitama, Chiba, Kanagawa, Gunma, Niigata, Aichi, Gifu, Mie, Kagawa, Nagasaki, Kumamoto and Miyazaki. Yamagiwa said infections are rapidly surging in those prefectures. He added that the infection situation in each of the areas has risen to level two on a scale from zero to four. The assessment looks at infections in terms of the strain on medical services in particular. He warned that unless the situation is appropriately addressed, local health care systems could be overstretched in the near future. He said measures to prevent the further spread of infections need to be taken immediately. Yamagiwa also referred to a program using COVID-19 vaccination records and proof of negative test results in relaxing social restrictions. He told the panel that the government plans to suspend the program in the prefectures in principle, while allowing each governor to decide otherwise. This is because there is concern that fully vaccinated people could still get infected. After the panel approved the plan, the government reported it to the Diet for a question and answer session. Yamagiwa told the Diet that it is important to take anti-virus measures while maintaining social and economic activities. He said the government will remain alert as it works to quickly grasp and respond to situations in cooperation with local governments and experts. The government will officially decide on issuing the declaration at its virus task force meeting later on Wednesday. The move will expand the areas under the declaration to 16 prefectures. The measure is already in place in Okinawa, Yamaguchi and Hiroshima prefectures, where it will run through January 31.
