Russia's defense ministry says its forces have not attacked Ukrainian cities and towns.
The ministry's spokesperson Igor Konashenkov on Thursday briefed Russia's military campaign in Ukraine.
He insisted that the operation is aimed at protecting residents in the two regions in eastern Ukraine which are effectively controlled by pro-Russian separatists.
Konashenkov said that the separatists launched attacks with support of Russian forces, and fighting continues with Ukrainian government forces.
He said that Ukrainian border guards have offered no resistance to Russian troops, and soldiers are also laying down arms and leaving their positions.
The spokesperson added that Russian attacks using precision weapons have neutralized Ukrainian military installations and airfields.
Konashenkov emphasized that Russian forces are not conducting strikes against cities and towns in Ukraine, and there is no threat to civilians.
