Negotiators from Russia and Ukraine have held a second round of talks. Ukraine's Presidential Advisor Mykhailo Podolyak said, " The parties have reached an understanding about the joint provision of humanitarian corridors for the evacuation of civilians." The head of the Russian Delegation Vladimir Medinsky said, "The positions of both sides are clear. They are written down point by point. We managed to find common ground on some of them." The negotiators agreed to organize the delivery of humanitarian aid to civilians caught up in the fighting. The Russian representative called it "substantial progress." But, the Ukrainians say they did not get what they had hoped for. They plan to meet again in the coming days. Russian President Vladimir Putin has maintained his hardline stance against Ukraine. Putin said, "The special military operation is proceeding exactly according to schedule. All of our objectives are being successfully accomplished." The Russian president alleges Ukrainian forces have tortured and killed Russian prisoners of war. Russian forces have repeatedly fired artillery shells at civilian targets. Ukrainian authorities say at least 33 people were killed in a Russian air raid in the northern town of Chernihiv. Video footage shows a collapsed building in a residential neighborhood. Russian commanders say they want to use the port of Kherson as a base to attack positions across the south. Russian defense officials say they've captured the city while the local governor said Russian forces have occupied the regional administration building. Ukraininan President Volodymyr Zelenskyy said, "What do you want from us? Get off of our land. You don't want to leave? Then sit down with me at the negotiating table. I'm available." Zelenskyy says his people -- even children -- are being "blown apart." He says his country is not attacking Russia and has no plans to. Residents of Kyiv are preparing barricades to block any Russian advance. A man in Kyiv said, " Everybody knows what to do. That is why Putin cannot win. We will win." The United Nations says more than one million people have fled the country, and half of them evacuated in less than 48 hours. Many have taken shelter in Poland, in what could be the biggest refugee crisis since World War Two. In telephone talks with the French president, Putin asked Emmanuel Macron to help support the evacuation of foreign nationals out of Ukraine. Two more former Soviet bloc countries. Georgia and Moldova, are seeking closer ties with Europe and, on Thursday, filed applications to join the European Union.
