A resident of Kyiv said, "We've been underground for 22 consecutive days. We constantly hear faraway blasts. Today we found out that missiles hit our neighborhood."

Mariupol has been hit hard. Ukrainians say the Russian forces are targeting civilians attempting to flee or hide. Officials say they have rescued 130 people who were sheltering in a theater that was hit by an airstrike.

People in Odesa fear troops are on their way there. The port serves as the headquarters of the Ukrainian Navy.

UN officials say 780 people, including at least 58 children, have been confirmed dead. But the chaos in Mariupol makes it impossible to know exactly what's happened there.

US Secretary of State Antony Blinken said, "We believe that Moscow may be setting the stage to use a chemical weapon, and then falsely blame Ukraine to justify escalating its attacks on the Ukrainian people."

He said the Russians are trying to break the will of the people by targeting civilians, adding that the Russians could soon rely on tactics they have used before.

Blinken also said US experts are documenting and evaluating potential war crimes.

He went on to say that those efforts will help hold those responsible to account.
