A senior official of the International Committee of the Red Cross says it is essential that Ukraine and Russia agree to a ceasefire to allow for civilian evacuations from the eastern Ukrainian city, Mariupol.
The head of the ICRC's delegation in Ukraine, Pascal Hundt, gave an exclusive interview to NHK on Thursday.
Hundt said the ceasefire negotiations are a difficult and complicated process. He said currently Russia and Ukraine decide each day whether to agree to halt fighting for the day, and that the ICRC and the United Nations manage to evacuate civilians during the suspension of hostilities.
He said the parties have to agree on the ceasefire, and they have to agree on when the ceasefire starts and finishes.
He noted that both parties need to agree that the ceasefire will take place not around the besieged Azovstal steel plant, but along the 230-kilometer route from Mariupol to Zaporizhzhia.
He quoted some evacuees from the plant as saying that they had a small amount of food and water but no electricity while they were trapped in the basement.
Hundt said he heard evacuees saying they were most afraid of being buried alive.
He said his team hopes that if there are other civilians still trapped there, it will be able to bring them "out of hell."
