Japanese government sources say the delegates were divided over their stance towards Russia, which continues its invasion of Ukraine.
Japan's trade minister Hagiuda Koichi told reporters that at every session he attended, he criticized Russia's aggression as a breach of international law that must not be tolerated.
He joined the delegates of the United States, Canada and other nations in walking out of the meeting when Russia's economic development minister Maxim Reshetnikov was delivering remarks.
Hagiuda said he wanted Russia to understand the grave nature of the current situation.
