Russian forces are striking at targets in Ukraine from near and from afar. On Wednesday, they put more civilians under threat. Many didn't see the dangers coming.

Russian units fired four cruise missiles at the southeastern city of Zaporizhzhia. They hit residential buildings and a shopping center. They killed one person and wounded three others.

Commanders have been making a push for the stronghold of Severodonetsk, farther east in the Luhansk region. The region's governor said troops have attacked residential areas constantly over the past few days.

President Vladimir Putin has been trying to win over those sympathetic to Russia. He signed an executive order for residents of Zaporizhzhia and Kherson that simplifies procedures for obtaining citizenship.

Russian state media said some people have already started the process.
