President Volodymyr Zelenskyy has denounced it as "one of the most daring terrorist attacks in European history."
Zelenskyy said more than 1,000 people were inside the building at the time, and dozens were injured.
He said the mall held no strategic value to justify the Russian attack.
G7 leaders have also condemned what they call an abominable attack and pledged to stand united with Kyiv.

British intelligence officials say the number of airstrikes against Ukrainian targets over the weekend was unusually intense.
They say long-range missiles were likely fired from both Belarussian and Russian airspace.
But on the ground, UK officials say Russian forces appear to be worn down, calling the situation unsustainable.
US military analysts also say Ukraine appears to be pushing back in the south.
They say counterattacks by Ukrainian forces seem to have dislodged Russian troops from settlements near the city of Kherson.
It comes as Washington says it's making good on a promise to help boost Kyiv's defense capabilities.
Among other supplies, the US has confirmed it's delivering long-range anti-air weapons, which were specifically requested by Zelenskyy.
