A South Korean government official says North Korea appears to have discharged water from a dam into a river that crosses their borders without prior notice. A unification ministry official said on Thursday the North is presumed to have recently opened the floodgates of a dam on the upper stream of the Imjin River. Downpours have been hitting many parts of North Korea, prompting its weather officials to issue heavy rain warnings. Seoul had asked Pyongyang on Tuesday to give prior notice when it releases water from dams on rivers that run to the South. The South Korean official described the unannounced discharge as "regrettable." The North had agreed to give advance notice after a sudden discharge of water into the Imjin River in 2009 killed six South Koreans camping downstream. The river's water levels have reportedly not risen so far. But the South's military is on alert and is monitoring activity in the area.
