Ukraine's emergency service said on Thursday that a Russian missile attack on a town in the western region of Vinnytsia killed at least 20 people, including three children. A video posted on social media by Ukrainian President Volodymyr Zelenskyy shows black smoke billowing from the damaged area and roadside buildings with shattered windows. Video footage released by Ukrainian police shows charred vehicles and a person being carried away on a stretcher from a smoldering building. Zelenskyy called the attack "an open act of terrorism" in his social media post. He also wrote that Russia is destroying the Ukrainian civilian population every day, killing children and directing missiles at civilian facilities where there are no military targets.
