Russian President Vladimir Putin said in a greeting to the review meeting of the Treaty on the Non-Proliferation of Nuclear Weapons that there can be no winners in a nuclear war. Putin went on to say in his message, released by the Kremlin on Monday, that Russia believes such wars should never be fought. Putin said that Russia, as a party to the NPT, consistently follows the letter and spirit of the treaty. He added that Russia has fulfilled its obligations under bilateral agreements with the United States on the reduction and limitation of relevant weapons. Putin said he hopes the NPT meeting will confirm the readiness of all member states to strictly comply with their commitments and make contributions to enhancing non-proliferation, world peace, security and stability. The message, however, made no mention of seemingly provocative actions Moscow has taken in recent months. Putin issued orders in February to introduce what he called a "special combat service regime" to bolster the Russian military's deterrence, apparently with its nuclear forces in mind. In April, Russia conducted a test launch of an intercontinental ballistic missile capable of carrying multiple nuclear warheads.
