The Tokyo Metropolitan Government reported 31,247 new COVID-19 cases on Thursday. The daily tally in the capital is down 4,092 from a week earlier and down week-on-week for a sixth straight day. The seven-day average through Thursday came in at 29,648.4. That's 90.7 percent of the figure for the previous week. It is the first time since July 26 that the figure has fallen below 30,000. Tokyo officials said the number of seriously ill patients on ventilators or ECMO heart-lung machines stood at 40, unchanged from Wednesday. They also said on Thursday that 22 people from their 70s to 90s had died from the virus.
