Tokyo Metropolitan government officials confirmed 23,511 new cases of the coronavirus in the capital on Tuesday.
The figure is 5,604 fewer than a week ago.
Officials said 36 patients were on ventilators or ECMO heart-lung machines, down two from Monday.
They also reported 22 deaths.
Nationwide, 166,205 new cases were confirmed, as well as 614 seriously ill patients and 307 deaths.
The Fire and Disaster Management Agency says that in the week through Sunday, there were 6,747 cases in which ambulances had difficulty finding hospitals to take their patients.
The figure marked a record high for the third straight week as coronavirus infections surge across Japan.
