Turkey's health minister Fahrettin Koca said that the incident occurred in Mardin Province on Saturday.
Footage from the scene shows a light blue truck going off the road without losing speed and ramming into pedestrians trying to flee.
In a separate incident in Turkey's southeastern province of Gaziantep, a bus crashed into multiple vehicles.
