The Japan Meteorological Agency says an underwater earthquake observation system installed off the Pacific coast of central Japan has mostly been restored. The agency said on Friday that it confirmed that four of the five observation points are sending data normally again. A technical problem occurred at all five points on August 15. The system, installed on the seabed off the coast from Shizuoka to Mie prefectures, observes quakes and water pressure. The problem could have caused an emergency warning for a powerful earthquake to be delayed by up to 13 seconds. Agency officials say there are still irregularities in the data coming from the fifth point, which is off the coast of Mie. They say if an earthquake occurs right under that point, an emergency warning may be delayed by 3 seconds. The agency says it has not identified the cause of the trouble.
