Japan's government has released a summary of opinions it collected from experts on its plans to drastically enhance defense capabilities. It shows they are divided over whether the country should possess counterstrike capabilities. The government heard views from 52 experts regarding its plans to revise three key defense documents, including the National Security Strategy, by the end of the year. Some experts supported the idea of Japan having counterstrike capabilities to effectively prevent missile attacks against the country. But another view was that Japan should first improve its missile defense and other capabilities to create the impression that it could intercept any incoming missiles. Some experts said it is appropriate for Japan to boost its defense spending to about 2 percent of its gross domestic product. There was a counterargument that Japan should instead focus on doing a comprehensive and realistic analysis of threats.
