Russian President Vladimir Putin has announced that he had signed a decree on partial military mobilization beginning on Wednesday to bolster forces in Ukraine. Putin made the announcement in a televised address to the public on the day. He said the mobilization targets citizens who are in the military reserve and others. He said the aim of the military operation in Ukraine is to "liberate" the eastern Ukrainian region of Donbas.
