Agriculture ministers from the Group of 20 economies have failed to release a joint statement as they disagreed on expressions over Russia's invasion of Ukraine.
They met on the Indonesian Island of Bali on Wednesday and discussed growing concern about the food crisis, among other issues, as the Russian aggression continues.
After the meeting, chair country Indonesia said it and some others called for an early end to the war.
Indonesia also said a joint statement would include 22 items, but the participants did not agree on one that referred to the Russian invasion. The country said it will release a chair's summary.
Indonesia said the participants confirmed that food export restrictions adopted by some countries should be eased.
