Russian President Vladimir Putin has submitted bills to parliament for the unilateral annexation of a wide swathe of Ukrainian territory despite the pullout of his troops from an eastern logistics hub. Putin presented the bills and what Moscow calls ratification treaties to the lower house of parliament on Sunday. The legislation is designed to unilaterally annex areas within the borders of the four Russian-controlled regions in eastern and southern Ukraine -- namely Donetsk, Luhansk, Kherson and Zaporizhzhia. This means Moscow would even claim Ukrainian-controlled areas in the regions to be part of Russia. The legislation shows Moscow's readiness to gain complete control of the Russian-occupied nuclear power plant in Zaporizhzhia. It would also incorporate military units in the regions into Russian forces and seek to abolish circulation of the Ukrainian currency hryvnia by the end of the year. The legislation is expected to undergo deliberations at both chambers of parliament from Monday through Tuesday before Putin completes annexation procedures. Meanwhile, Ukrainian President Volodymyr Zelenskyy took to social media on Sunday to declare that Lyman in Donetsk is fully cleared of Russian forces. Lyman has strategic importance as a key railway and transportation hub. Zelenskyy expressed his strong desire to reclaim more areas from Russian control. The governor of Luhansk, which borders Donetsk, also took to social media on Sunday to say a major liberation operation will begin in his region in the near future. The Russian defense ministry said on Saturday that it was withdrawing troops out of Lyman due to the threat of encirclement. The move provoked discontent among some of Putin's staunchest supporters.
