Ukraine's presidential office says the country has officially decided that it will not negotiate with Russian President Vladimir Putin. The office said in a statement that a meeting of the National Security and Defense Council on September 30 decided it is impossible to negotiate with Putin after his decision to annex regions of Ukraine. Putin called for a ceasefire and urged Ukraine to take part in dialogue in a speech on September 30. But Ukrainian President Volodymyr Zelenskyy said Ukraine is ready for negotiations with a different Russian president. Kremlin spokesperson Dmitry Peskov said negotiation needs both parties, so Russia can only wait for Ukraine's current president or the next president to change the country's stance.
