Russia is moving ahead with unilaterally annexing Ukrainian territory, having approved documents at its parliament for President Vladimir Putin&#039;s signature.
                
The upper house of Russia&#039;s legislature on Tuesday approved bills and related treaties to annex four regions in eastern and southern Ukraine following approval at the lower house. Putin is expected to sign the documents to complete the annexation process.
                
But Ukrainian forces are stepping up counteroffensives in the eastern region of Luhansk and the southern region of Kherson after liberating Lyman, a key stronghold in the eastern region of Donetsk.
                
The US-based think tank Institute for the Study of War said in its assessment on Monday that Ukrainian forces have made &quot;substantial gains&quot; around Lyman and in northern Kherson over the last 24 hours. It added that the Russian troops there were seen as among the country&#039;s premier conventional fighting forces before the war.
                
Russian media reported that the Russian forces&#039; commander in the eastern region of Kharkiv has been replaced after losing much of the region in September. The replacement is widely seen as a de facto dismissal.
                
The think tank said this may be Putin&#039;s attempt to &quot;redirect blame for recent Russian military failure&quot; in Kharkiv.
                
On Monday, Russia&#039;s defense ministry released a video showing mobilized soldiers arriving and training in the Luhansk and Donetsk regions. The footage showed reservists saying they had to defend their country.
                
Ukrainian President Volodymyr Zelenskyy has expressed determination to recapture more Russian-controlled areas, saying there is a &quot;clear and internationally recognized border&quot; between his nation and Russia.
