UN diplomats debate N.Korean missile test NHK

Diplomats at the United Nations Security Council agree North Korea's latest test of an intercontinental ballistic missile poses a new threat. They say the weapon is capable of reaching "all of North America."

Council members gathered for an emergency meeting on Monday to figure out how to react. They heard the missile could be North Korea's "largest and most powerful" yet.

US Ambassador Linda Thomas-Greenfield said that, for too long, officials in the North have acted with impunity and conducted launches "without fear of a response or reprisal" from the Security Council.

Thomas-Greenfield criticized diplomats from China and Russia for "enabling and emboldening" the North Koreans. She said their "blatant obstructionism" puts the entire world at risk.

Chinese Ambassador Zhang Jun said the US should take the initiative, show sincerity, and respond positively to North Korea's "legitimate concerns." He said countries should stop military exercises around the Korean peninsula and ease sanctions on the North.

The South Korean and Japanese ambassadors were invited to take part in the meeting. They joined their American allies in calling on member states to come up with a unified message.

Council members have met 10 times this year alone to discuss North Korea. They say they have called on officials there to engage in diplomacy, without response.
