1. Starting from October 2nd, 2025, Japan has implemented stricter rules for converting overseas driver's licenses into Japanese ones.
- Foreign tourists and short-term visitors are no longer eligible to convert their licenses.
- Applicants must now provide proof of residence by showing a copy of their residence certificate.

2. The written traffic knowledge test has been expanded from 10 to 50 questions, and applicants must answer at least 90 percent correctly to pass.

3. In 2024, over 68,600 foreigners obtained Japanese licenses through the previous system, but concerns about law enforcement difficulties in traffic accidents and the ease of the previous test led to a review and revision of the rules. The National Police Agency plans to take steps to inform people about the changes and continue working to prevent traffic accidents across Japan.
