Officials in the Philippines say a fire in a residential area has killed 15 people.

The fire broke out in a house converted to a T-shirt factory in Quezon city on Thursday morning. Footage taken by residents shows the house engulfed in flames.

A female employee said that her colleague told her that when he woke up, the fire was already big and he felt like he was suffocating from the smoke, so he tried to get out.

Police are investigating the cause. Local authorities say the building was registered as a residence, not a factory.

Some local media say firefighters were delayed after they were given the wrong address. Fire trucks were also impeded by heavy flooding following a monsoon-season downpour.
