The Japanese government is to set up a third-party panel to raise transparency about the money being spent on the 2025 World Expo in Osaka.
                
The cost of building the venue is expected to reach up to 235 billion yen, or about 1.65 billion dollars, which is 80 percent higher than the initial budget.
